E-Bikes Certification: Testing to UL 2849

Explore UL 2849, the Standard for Electrical Systems for eBikes, which provides fire safety certification by examining the electrical drive train, battery, and charger system combinations in e-bikes.

Testing to e-bike Standard UL 2849

Investigating potential hazards is a fundamental part of building consumer trust and protecting brand reputation. With that said, new strategies and protective circuitry will be required for safe operation as e-bike technology evolves.

To help assess the safety of e-bikes and electrically power-assisted cycles (EPACs), we involved industry leaders in developing next-generation e-bike safety requirements for UL 2849, the Standard for Electrical Systems for eBikes. This Standard offers electrical and fire safety certification by examining e-bikes’ electrical drive train system, battery system and charger system combinations.

  • e-Bikes (typically sit-to-operate and over-the-road use) and pedal-assisted electric (pedelec) cycles
  • The risk of electric shock during charging over the life of the product, as well as other potential electrocution hazards

The Standard does not evaluate for the operator’s ability to maintain control while riding.

UL Solutions is recognized by Occupational Safety and Health Administration (OSHA) as a Nationally Recognized Testing Laboratory (NRTL) to certify micromobility products to UL 2849, the Standard for Electrical Systems for eBikes.

U.S. Consumer Product Safety Commission (CPSC) Micromobility Safety Guidance

On December 20, 2022, the U.S. Consumer Product Safety Commission’s (CPSC) has called on manufacturers, retailers, importers, and distributors of micromobility devices to comply with established UL safety standards. This includes products covered by UL 2272 and UL 2849, which address electrical systems in personal e-mobility devices (such as hoverboards) and eBikes, respectively. New York City Council’s law on micromobility devices and batteries

In a move to strengthen fire safety of e-bikes, e-scooters, and the lithium-ion batteries that power such devices, on March 2, 2023, the New York City Council passed Initiative 663-A, mandating e-bikes, e-scooters, e-mobility devices, and light electric vehicle (EV) battery packs to be third-party certified. On March 20, 2023, New York City Mayor Eric Adams signed this into law. With this new law, any company selling, leasing or distributing micromobility devices, such as e-bikes or e-scooters, has until August 29, 2023, to obtain certification from an accredited testing laboratory to:

  • UL 2849, the Standard for Electrical Systems for e-Bikes, for the electrical system of any powered bicycle sold, distributed, leased, or rented in New York City.
  • UL 2272, the Standard for Electrical Systems for Personal E-Mobility Devices, for all powered mobility devices, including e-scooters, sold, distributed, leased, or rented in New York City.
  • UL 2271, the Standard for Batteries for Use in Light Electric Vehicle Applications, of any storage battery for a powered bicycle or mobility device sold, distributed, leased or rented in New York City.

The National Bicycle Dealers Association (NBDA) statement to retailers and industry on UL 2849 certification

The NBDA has been educating retailers and the industry at large about the growing safety concerns inherent in the surge in consumer purchases of electric bicycles and scooters that utilize lithium-ion batteries as the power source for electric propulsion systems.

On July 15, 2022, the NBDA advises all retailers to encourage their vendors and suppliers to certify their e-bikes or e-bike systems installed on e-bikes to UL 2849. They will provide retailers a letter to send to their e-bike suppliers notifying them of this request for certification to UL 2849.

“The bicycle industry needs to take immediate action. After extensive consultations with experts in the field, e-bike and e-scooter lithium-ion battery safety is a large and immediate subject that we need to act on now. The advisement statement we have prepared for retailers takes the interest of e-bike continued growth within the industry and safety for all. If we do not address the core issue, we may see this propel to something beyond our control,”

EN 15194 for e-bike safety and other European market standards

We support the following standards for e-bikes within the European market:

  • EN 15194 for e-bikes is the only specific published standard. At this time, EN 15194 does not cover the safety of electrical systems utilizing battery packs in the same manner that UL 2849 covers this subject.
  • EN 50604-1 for light electric vehicle (LEV) batteries and/or EN 62133-2 for portable or auxiliary system batteries
  • 2014/30/EU for EMC
  • 2011/65/EU/ for RoHS
  • 2014/53/EU (RED) – If the device uses radio technologies
  • Machinery Directive 2006/42/EC for Product Safety
  • ISO 4210-10 (in development) for e-bikes could become an EN standard in a few years.

Electric bike batteries: everything you need to know

If you’re reading Cycling Weekly, you probably know something about bikes – which means you also know plenty about electric bikes. But one big difference is the battery used to power the best electric bikes.

If the battery is not charged, you can still pedal and roll on an electric bike, but you will lose its real utility and ultimately its fun, and you will be left with a heavy machine to carry on with.

What are eBike batteries made of?

Electric bikes in the UK tend to come with either Lithium Ion (Li-Ion) or Lithium Polymer (LiPo) batteries. In China, on the other hand, lead acid batteries are still the most common ones used. In 2014 – according to the China Bicycle Association / IdTechEx – 35 million eBikes were sold on the Chinese market, and just 2.8 million of them had lithium battery.

Because of problems with quality and weight, lead acid batteries are not common in the rest of the world. In Europe, for example, acid lead batteries represent less then one per cent of the total; while 96.5 per cent is taken by Li-Ion and two per cent by LiPo (source: Greenfinder market report).

Specifically, battery packs are made up from many cells: the lead acid ones are similar to those we use on our cars, while the lithium ones use the same technology as mobile phones. Apart from the chemical component inside their cells, the main feature that differentiates lead acid and lithium batteries is their size: the lead ones are heavy and have a short life (200 to 300 charge cycles), while the lithium ones are smaller and can last longer (from 500 to 1,000 charge cycles).

The LiPo batteries are a further development of the Li-Ion ones – they are relatively cheap and small in size, but their service charge is unclear and they are quite fragile.

How long will my battery last?

That’s a tough one to answer. It depends on the power of the battery (typically 24, 36 or 48V), the power of the bike (limited in the UK to 250W), the bike’s battery management system, and the way you ride. Some bikes allow you to choose different levels of assist to prioritise speed or battery life, which makes predictions of battery life even more difficult.

Typically you can expect somewhere between 25 and 70 miles of travel on a single charge of an ebike. If you’re riding hard on full power expect less; manage your battery life well and you could get more.

Many retailers suggest charging the battery at least once a month if the bike is not ridden much, and say that the more the bike is ridden, the stronger the battery will be. All batteries, though, will deteriorate in time and they will need to be replaced and disposed. When that time comes, it’s best to ask your local retailer how to dispose of the battery, but bear in mind that local authorities should provide recycling and disposal facilities.

Where are the batteries placed on an ebike?

The battery’s placement on the bike depends on different factors, especially the shape of the bike’s frame. Most electric city bikes (more than a half) will have the battery mounted on the carrier rack, while mountain bikes usually have them on the down tube.

How much do electric bike batteries cost?

The batteries are the heaviest and the most expensive part of an electric bike. A lithium battery (36V and 10Ah) could cost around £200, but the do vary.

Technology is advancing fast, so check with your ebike retailer first to ensure that battery isn’t outdated or difficult to replace.

Single-lane and shoulder on northbound and/or southbound, between East 14 Street and Avenue C/East 18 Street ramp, will be closed Monday to Saturday from 10 pm to 5 am next morning. Also, the East 18 Street on-ramp to southbound FDR and off-ramp from northbound FDR will be partially closed during these times. Double-lane and on-ramp from Avenue C southbound will be closed Tuesday to Thursday from 12:01 am to 5 am next morning and Saturday and Sunday from 1 am to 7 am. These closures are necessary to facilitate Coastal Resiliency and will continue through December 31, 2023.

FDR Drive between Montgomery Street and East 15 Street

Single-lane northbound and/or southbound will be closed Monday to Friday from 10 pm to 5 am, Saturday from 12:01 am to 9 am, and Sunday from 1 am to 11 am. Double-lane will be closed Monday to Friday from 1 am to 5 am, Saturday from 1 am to 7 am, and Sunday from 1 am to 7 am. These closures are necessary to facilitate median reconstruction and will continue through August 15, 2026.

FDR Drive Southbound Service Road (East 62nd and 61st Streets) between FDR Drive NB Exit 12 and East 61st Street

This street will be closed from 5 pm to 5 am Saturday through 7/5/23 to facilitate crane operation.

FDR Drive between East 64 Street and East 68 Street

Single-lane northbound will be closed Saturday from 12:01 am to 6:30 am through June 24, 2023, to facilitate repair of the sprinkler system underside of the Rockefeller University building.

FDR Drive between East 73 Street and East 71 Street

Single-lane in both directions will be closed Monday to Thursday from 10 pm to 5:30 am next morning, Friday from 11 pm to 10 am next morning, and Saturday from 11 pm to 11 am next morning. Double-lane northbound will be closed Tuesday to Friday from 1 am to 5 am, Saturday from 2 am to 6 am, and Sunday from 2 am to 7 am. Double-lane southbound will be closed Tuesday to Friday from 12 am to 5 am, Saturday and Sunday from 12 am to 9 am. Southbound FDR Drive service road between East 73 and East 71 Streets, FDR Exit Ramp (Exit 13), and Entrance Ramp to southbound FDR Drive will be closed Monday to Friday from 9:30 pm to 5 am next morning, Friday from 11 pm to 10 am next morning, and Saturday from 11 pm to 11 am next morning. Family Christian Parade

Manhattan/Queens

Ed Koch/Queensboro Bridge

Single-lane Manhattan-bound north upper roadway will be closed Monday to Friday from 10 am to 3 pm and Saturday from 5 am to 11 am. Manhattan-bound north upper roadway will be fully closed Tuesday to Friday from 12:01 am to 5 am next morning. Queens-bound south outer roadway will be closed Sunday to Saturday from 12 am to 6 am. These closures are necessary to facilitate replacement of upper roadway.

Manhattan/Brooklyn

Single-lane Brooklyn-bound will be closed Monday to Friday from 9 am to 2 pm. Pearl Street entrance ramp to northbound FDR Drive and entrance ramp to Brooklyn Bridge (Ramps B and D) will be closed Monday to Friday from 11 pm to 5 am. These closures are necessary to facilitate bridge rehabilitation.

Manhattan Bridge

Single-lane Manhattan-bound lower roadway will be closed 24/7. Single-lane Manhattan-bound north upper roadway will be closed Monday to Friday from 10 am to 12:59 am next morning. Single-lane Brooklyn-bound south upper roadway will be closed Tuesday to Saturday from 1 am to 5 am. These closures are necessary to facilitate bridge structural strengthening.

Williamsburg Bridge

Single-lane Brooklyn-bound south outer roadway will be closed from Saturday 5 am to Monday 5 am, and Monday to Friday from 5 am to 7 pm. Single-lane Brooklyn-bound south inner roadway will be closed Monday to Friday from 10 am to 3 pm. Single-lane Manhattan-bound north outer roadway will be closed Monday to Friday from 7 pm to 5 am and single-lane north inner roadway will be closed from 8 pm to 5 am. These closures are necessary to facilitate Structural Strengthening.

Manhattan/Bronx

Right-lane in each direction will be closed Monday to Friday from 7 am to 3 pm and alternating center-lane in either direction will be closed Monday to Friday from 10 am to 2 pm, through June 16, 2023 to facilitate bridge rehabilitation. Alternating sidewalk closures will be in effect. At least one lane of traffic in each direction and one sidewalk will be maintained at all times.

Madison Avenue Bridge over Harlem River

Single-lane at a time in either direction will be closed Monday to Friday from 10 am to 2 pm. Single-lane in both direction will be closed Monday to Friday from 10 pm to 6 am and Saturday from 10 pm to 7 am. Bronx-bound will be fully closed Monday to Friday from 12:01 am to 5 am and Saturday from 12:01 am to 6 am. Manhattan-bound will be fully closed Monday to Friday from 12:01 am to 5 am and Saturday from 12:01 am to 7 am. These closures are necessary to facilitate testing and rehabilitation and will continue through June 30, 2023. Motorists are advised to use 145 Street Bridge as an alternate route.

Bronx

This street will be closed 24/7 through 6/30/23 for sewer work.

East 153rd Street between 3rd Avenue and Bergen Avenue

This street will be closed from 9 am to 5 pm Friday through 7/31/23 for concrete pours and material deliveries.

East 177th Street between Grand Concourse and Morris Avenue

This street will be closed from 9 am to 4 pm Friday through 6/30/23 for new building construction.

East 179th Street between Washington Avenue and Park Avenue East

This street will be closed from 8 pm Friday to 5 am Monday through 7/3/23 for associated closure.

East 198 Street between Creston Avenue and Grand Concourse

Bronx River Parkway between Gun Hill Road and Nereid Avenue

Single-lane in both directions will be closed through December 31, 2023, to facilitate bridge replacement over the Metro-North Railroad. Two travel lanes in each direction will be maintained at all times.

Hutchinson River Parkway in the vicinity of Westchester Avenue Bridge

Major Deegan Expressway (northbound) between Exit 3 and Entrance ramp north of East 138 Street

Right-lane will become an exit only lane at Exit 3 24/7. Additional lane will be closed Friday from 11 pm to 5 am, Saturday and Sunday from 1 am to 8 am, and Sunday night from 10 pm to 5 am next morning through March 3, 2025, to facilitate East 138 Street Bridge replacement. Full closure may occur Friday between 12 am and 5 am for demolition and erection of the superstructure.

Major Deegan Expressway (southbound) between Exit 3 and Entrance ramp south of East 138 Street

Right-lane will become an exit only lane at Exit 3 24/7. Double-lane in both directions will be closed Sunday from 1 am to 7 am. Double-lane will be closed Friday from 11 pm to 7 am for northbound and from 11 pm to 5 am for southbound. The exit and entrance ramps along the north and southbound of the expressway may also be closed. These closures will continue through July 14, 2025.
